The format of the program is a 30 to 40 minute discussion moderated by Mr. Eric Nishizawa, and features Chairman (ret) Royce and Admiral (ret) Harris. The panelists will be discussing Geo-Strategic Plans in the Indo-Pacific followed by 15 minutes of audience Q&A.

Chairman (ret) Ed Royce

Chairman (ret) Royce is the former chair of the House Foreign Affairs Committee. He is an expert on Foreign policy, national security and an international business problem solver. He has unparalleled relationships with U.S. government officials and sovereign leaders.
Chairman (ret) Royce leverages his exceptional understanding of world trends and high-level relationships with global leaders to creatively solve problems, unlock value and expand market opportunities for clients domestically and internationally. He represented southern Californians in the U.S. House of Representatives for 26 years, chairing the House Foreign Affairs Committee from 2013-2019. Ed also served as a senior member of the House Financial Services Committee, where he led efforts to enact regulatory reforms impacting insurers, credit unions and housing finance.
As HFAC committee chair, Ed shepherded over 80 bills into law primarily focused on sanctions, trade, export controls and U.S. global investment. He was a dealmaker who worked with Democrats and Republicans of all views to advance good public policy. Ed led congressional delegations around the world and engaged directly with heads of state. He has an encyclopedic knowledge of the distinct culture, customs and traditions of sovereign nations, and deeply understands the multilateral, bilateral and internal pressures they face. Now, as chair of Brownstein’s international practice, Ed represents clients before government officials and business leaders in South America, Africa, the Middle East and Asia.
Personally, Ed is active in promoting strong U.S. development and commercial engagement overseas. He serves on the National Advisory Council of the U.S. Global Leadership Coalition and on the Development Advisory Council of the Development Finance Corporation.
Admiral Harry Harris, U.S. Navy (Retired)
Former U.S. Ambassador to the Republic of Korea (ROK)
Admiral Harris served as the U.S. Ambassador to the Republic of Korea (ROK)from July2018 to January2021.
A Naval Flight Officer, he served 40 years in the U.S. Navy, retiring on 1 June 2018. He joined the State Department 3 days later. From May 2015 to May 2018, he commanded the U.S. Indo-Pacific Command (USINDOPACOM). He is the first Asian-American to hold4-star rank in the U.S. Navy and the first to head USINDOPACOM. He is also thefirst4-starfrom the Navy's Maritime Patrol Aviation community. Prior commands included U.S. Pacific Fleet, U.S. 6th Fleet, Striking and Support Forces NATO, Joint Task Force Guantanamo, Patrol and Reconnaissance Wing 1, and Patrol Squadron 46. He participated in Operations Attain Document (Libya 1986), Desert Shield/Storm, Southern Watch, Enduring Freedom, Iraqi Freedom, Willing Spirit(Colombian hostage recovery 2008), and Odyssey Dawn (Libya 2011). He has flown over 4400 hours, including over 400 combat hours.
From 2011 to 2013,as the Assistant to the Chairman of the Joint Chiefs of Staff, Harris served as the direct representative of the Chairman to Secretaries of State Hillary Clinton and John Kerry. Traveling to over 80 countries with the Secretary, he participated in most of the Secretary’s meetings with foreign leaders. Concurrently designated as the U.S. Roadmap Monitor for the Mid-East Peace Process (Oslo Accords), he travelled monthly to Israel to meet with Israeli and Palestinian Authority leaders to assess conditions on the ground.
His personal decorations include the State Department’s Distinguished Honor Award, the CIA's Agency Seal Medal, the CIA's Ambassador's Award, and numerous DoD and Navy awards. He was awarded Japan's Grand Cordon of the Rising Sun, First Class in 2018. He received the Republic of Korea’s Tong-il Order of National Security Merit in 2014and the Gwanghwa Order of Diplomatic Service Merit in 2021. As part of Australia's 2018 Special Honors List, he was awarded the Order of Australia. He has also been decorated by France, Mongolia, the Philippines, and Singapore. Nationally recognized for his work as a champion of diversity, he was awarded the Dr. Jean Mayer Global Citizenship Award from Tufts University in 2021.
Harris was born in Japan, reared in Tennessee and Florida, and graduated from the U.S. Naval Academy in 1978where he was a varsity fencer. Awarded master’s degrees from Harvard’s Kennedy School of Government and Georgetown’s School of Foreign Service, he did post-graduate studies at Oxford University and completed the Seminar 21 fellowship at MIT. He is a member of the Council on Foreign Relations and the Council of American Ambassadors.
Harris’ father was a career U.S. Navy veteran of World War II and the Korean War. Harris’ mother was Japanese and became an American citizen in 1974. He is married to Ms. Bruni Bradley, herself a career Naval officer.

Eric Nishizawa is a trial and appellate lawyer who has practiced primarily business-related litigation in the California state and federal trial and appellate courts for over 30 years.
Mr. Nishizawa has an extensive background in Japanese language and culture, having studied Japanese language, history, and literature at UCLA, and having lived and studied at International Christian University in Tokyo Japan. He is proficient in written and spoken Japanese.
He has represented U.S. companies and individuals, Japanese companies, their American subsidiaries, and individuals in litigation in the United States, worked at two law firms in Tokyo, and was an associate in the litigation department of the Los Angeles office of Morgan Lewis & Bockius, where he often worked on matters with its Tokyo office.
In 2007, he was appointed by the Foreign Ministry of Japan to the Japanese American Leadership delegation. In 2010, after nomination, he attended the National Security Seminar at the United States Army War College and serves as an Army Community Partner in Los Angeles.
He is a past president of the Japanese American Bar Association and co-chairs its Business Lawyers Group. He is a past member of the board of governors of the National Japanese American Memorial Foundation, and three-times chaired/co-chaired its awards dinner, a past member of the board of governors of the Loyola Law School Alumni Association and Loyola Law School Barristers, and a past member of the board of governors of the West Los Angeles Chapter of the Japanese American Citizens League.
He is a member in good standing of the State Bar of California, the United States Supreme Court Bar, the bar of the United States Circuit Court of Appeals for the 9th Circuit, and the bars of the United States District Court for the Central, Northern, and Southern Districts of California.
He holds a Bachelor of Arts in history from UCLA and a doctorate of jurisprudence from Loyola Law School, and after graduating from UCLA, was a special studies student in Japanese at International Christian University.
